Administrative Recommendation:
That Council approve the expenditure of $85,000 toward the 2022 Culvert Replacement Program.
Background:
The program listed above was approved in the 2022 Provisional Capital Budget. Administration is requesting
permission to proceed with securing a supply of culverts in order to begin this work when weather allows after
seeding.
The purchase of the culverts will be conducted according to County Policy 3.21 Procurement of Goods &
Services and the applicable trade agreements; Agreement on International Trade, the New West Partnership
Trade Agreement and the Canada Free Trade Agreement.
IMPLICATION OF DECISION
Financial Implications: $85,000 of the $450,000 in the 2022 Provisional Capital Budget for the Culvert
Replacement Program.

PROCUREMENT OF GOODS & SERVICES

Policy 6.7 Hiring of Equipment
PURPOSE:
To establish effective policies related to the tendering and approval of contracts for major projects.
Procurement will be conducted in a manner where as many local vendors as reasonably possible are
given an opportunity to participate. Consideration will be given to price, quality and service prior to
procurement commitments being made.
SCOPE:
This policy shall apply to all Northern Sunrise County procurement of goods and services.
POLICY:
1. The Chief Administrative Officer shall authorize and approve contracts and contract changes
within budgeted funding.
2. There are five categories of contracts that are used for procurement:
a. Goods may be purchased by sole source purchase order in amounts below $2,500 and by a
competitive means above that amount.
b. Services may be purchased by sole source purchase order in amounts below $10,000 and by
a competitive process above that amount.
c. Force Account (Day Labour/Hourly) — services will be purchased via the current Northern
Sunrise County Equipment List.
d. Outsourced Contract (unless under $10,000) will be awarded by a competitive process.
e. Gravel Haul contracts will be paid on a tonne per kilometre basis according to the current
NSC rates.
3. Factors which may be relevant in awarding contracts include the following:
a. Price
b. Past work history with the County along with the cooperative record of the contractor
making equipment available to the County in times of need or difficult situations.
c. The experience of the operator, the suitability, productivity and condition of the
equipment.
d. Starting and completion/delivery dates.
4. Contracts will be awarded based on the best value for the County while following all applicable
legislation.
