Local Government Fiscal Framework (LGFF) Capital Allocations
Council reviewed correspondence from Ric McIver, the Minister of Municipal Affairs, regarding Capital Funding Allocations for 2025. The Town of Grimshaw’s allocation for 2025 is $731,690. These capital funds are designated for long-term investments in infrastructure, public facilities, and services, which include roads, water systems, parks, and public safety facilities.

 

Recognition of Special Occasions Policy 

Council reviewed the Recognition of Special Occasions Policy, which provides guidelines for recognizing significant milestones in the community. This includes 50th, 60th, and 75th wedding anniversaries, as well as milestone birthdays (85, 90, 95, and 100 years) and other notable achievements. The Council requested an amendment to include 80th birthdays in the recognition. Residents are encouraged to contact the Town office to share information about significant achievements, anniversaries, and birthdays, as outlined in the policy.

 

Grimshaw Cemetery

Council approved a resident’s request to create a burial plot next to family members in the Grimshaw Cemetery.

 

Meeting with the Peace River School Division Board of Trustees
Council considered a request from the Peace River School Division (PRSD) to attend their annual meeting with the PRSD Board of Trustees and local municipalities. Council members and the Chief Administrative Officer (CAO) will attend the meeting on February 5, 2025. Councillors who are able to attend should submit their responses to the CAO by January 15, 2025.

 

Alberta Health Regional Advisory Council

Councillor Lynn Florence has put her name forward to represent the Town of Grimshaw on the Alberta Health Regional Advisory Council. This council advises the government and provincial health agencies on clinical service planning, capital planning, workforce planning, and mental health and addiction services.

 

Snow Removal Policy

Council reviewed proposed amendments to the Snow Removal Policy. The changes stipulate that plowing will commence when snow accumulates to 4 inches (or more) of compacted snow, and sanding will be applied as needed. In most cases, the Town will strive to haul snow away from most roadways. Only under special circumstances will snow be plowed to both sides of the roadways, except where it is more practical to clear to the same side continuously, such as around parks, playgrounds, and vacant lots. Non-compliance or complaints regarding snow removal should be directed to Public Works; if they are unavailable, the Bylaw Enforcement Officer will investigate. Administration will present the revised policy for final approval at the meeting on November 27, 2024.

 

Grimshaw and District Chamber of Commerce Business Awards

Council discussed the upcoming Grimshaw and District Chamber of Commerce Business Awards, scheduled for November 23, 2024. Several Councillors will attend the event in support of the Chamber and the local business community, and they will also volunteer at the event.

 

Peace Regional Subdivision and Development Appeal Board

Council moved to reappoint members and the clerk to the Peace Regional Subdivision and Development Appeal Board. Members are reappointed annually by the Councils of all member municipalities for a three-year term.

 

Lac Cardinal Regional Economic Development Request 

Council reviewed information from the Lac Cardinal Regional Economic Development Board (LCREDB) regarding the Enabling Housing Choice North Project research initiative. This two-year initiative aims to explore and address barriers to diverse housing development. Council expressed support for the initiative and directed Administration to write a letter of support.

 

Alberta Municipalities Outstanding Resolutions

Council reviewed correspondence from the Alberta Municipalities Convention organizers concerning resolutions that were not addressed during the September convention. Council moved that any Town of Grimshaw Councillors wishing to provide input on the resolutions should submit their comments in writing directly to Alberta Municipalities. The annual resolution process allows municipalities to identify and prioritize common issues, which the Alberta Municipalities Board of Directors then advocates for on behalf of its members to the federal and provincial governments.
