Re: To remove or replace sidewalk on 103 Ave from 113 Street west to back alley
Introduction:
Previous council has discussed the options of keeping or removing sidewalks within the community when
there are sidewalks on both sides of the street. When a sidewalk has reached it’s end of life, and there is a
sidewalk on the opposite of the street, we will bring to council to make the determination if the sidewalk
should be replaced or put to grass.
The current sidewalk administration is looking for direction on, is on the south side of 103 Ave from 113
Street (HWY 732) to the back alley. This portion of the sidewalk is at end of life and needs to be
rehabbed. (see attached drawing)
Having as grass will provide another option when piling snow.
Financial
To put this section of sidewalk to grass will cost approximately $3,500
To replace with a new sidewalk will cost approximately $18,000
Recommendation:
As council directs

Re: Addition to the 2022 capital plan to pave back alley
Introduction:
The back alley that runs behind Boyt’s and ATB (the east/west portion) is at its end of life (see attached).
This back alley is not in the current contract to pave, however the back-alley portion running north to
south is.
We believe it is beneficial to have this part of the back-alley paved while the paving crews are in place.
Financial
The cost to pave this portion is going to be $144,907.87, we would recommend budgeting $145,000.
There will be a 2 year warranty and it will provide improved drainage.
The funds would come from the Public Works reserve and be added to the 2022 capital program budget.
The PW reserve currently has a value of $1,691,680 with $420,000 allocated to the current 2022 capital
plan. With the $145,000 back-alley project would leave a value of $1,126,180 in the Public Works
Capital reserve.
Recommendation:
That council directs administration to move forward with the paving of the back alley and
add to the 2022 capital plan.

Re: 2022-2023 Recreation Rates
Backsround:
Traditionally any rate adjustments to the Aquatic Centre and Arena are made to be active starting the first of September each calendar year. Council approved rate increases in previous years as follows:
2017-2018 2% increase
2018-2019 2% increase
2019-2020 No increase
2020-2021 No increase
2021-2022 No increase
Based on feedback from the recreation users’ incremental increases are more easily absorbed than sporadic larger rate increases. I am seeking direction on addressing facility rates for the 2022- 2023 Season. There has been no rate increase since 2019 as Covid interruptions and provisions were taken into consideration.
Recommendation:
That council authorizes administration to increase recreation user rates 3% for the 2022-2023 season
and revisit this decision annually.
