
Peace River Town Council has adopted a new Snow Dump Use Policy which now creates a process that allows private contractors to dispose of snow at the Town’s north-end snow dump. The policy includes authorized use of the facility while ensuring environmental protection and municipal oversight.
Administration brought the new policy forward after the above average snowfall received in December, which left Town crews and private contractors scrambling for space to manage the accumulated snow. Local businesses raised concerns about shrinking parking areas as snow piles grew. While the previous Snow Dump Use Bylaw designates snow dump sites within the Town, it previously lacked a clear process for how contractors could become authorized users.
The north-end snow dump is part of the Town’s environmental registrations and must comply with Alberta’s Environmental Protection and Enhancement Act. These requirements are designed to manage risks associated with contaminants to prevent groundwater contamination. Town officials say the new policy allows Peace River to better track who is using the facility, ensure accountability, and protect against potential liability.
Under the new policy, the Director of Infrastructure and Development, is responsible for approving contractors and issuing annual Authorization Letters outlining conditions of use. In order to be approved, contractors must hold a valid Peace River business licence, maintain WCB coverage, carry appropriate insurance, and provide a list of approved vehicles. Use of the snow dump location is limited to snow hauled from within Town limits. The Town has the ability to restrict access, revoke authorization, or issue fines for violations or unsafe use.
